He has more than 45 years of experience leading high-impact strategic projects and being an active part of the country's institutional development.
He has extensive experience as a lawyer, arbitrator, consultant and academic, specialising in investment, natural resources, critical systems and large infrastructure projects. He has participated in the structuring and execution of complex initiatives in sectors such as transport, telecommunications, health, housing and sanitation, advising both the public and private sectors. He was founder of Estudio Benites, Mercado & Ugaz, one of the most renowned law firms in the country.
Currently, he is a member of the Superior Arbitration Council of RESOLUTIO SNCI of the National Society of Construction and Infrastructure.
