Reform of the Public Procurement Code 1#

This is the first of several publications dedicated to the reform of the Public Contracts Code, and this edition is particularly focussed on the changes to direct award and prior consultation.

Among the most important changes is the increase in the amounts applicable to the procedures in articles 19 to 21, with a particular impact on works contracts, where prior consultation may now be used for up to €1,000,000.
