Jane Kirkby comments on the public procurement reform

Jane Kirkby, a partner in Antas da Cunha Ecija's Public Law, Urban Planning, Environment and Energy Practice Area, gave an interview to ECO in which she analyses the recent changes to the direct award regime and the challenges they pose for public procurement.

In a context of greater flexibility in procedures, the lawyer reflects on the necessary balance between efficiency and transparency, warning of the importance of strengthening control mechanisms and ensuring compliance with the principles of competition and good management of public resources.

Throughout the interview, he also highlights the risks associated with an excessive use of this type of procedure, emphasising that the increase in the margin of discretion should be accompanied by greater demands to substantiate decisions and prevent less transparent practices.
