New CTEE Statute strengthens national electricity planning

ECIJA Ecuador analyses the new Statute for the Functioning of the Technical Committee for the Evaluation of the Expansion of the Electricity Sector (CTEE), a key tool for energy planning and the development of electricity infrastructure in the country.

ECIJA Ecuador' s Energy and Natural Resources team presents a new briefing note on the issuance of the Statute for the Functioning of the Technical Committee for the Evaluation of the Expansion of the Electricity Sector (CTEE), a regulation that strengthens the institutional framework of the electricity sector and consolidates mechanisms for the planning and expansion of energy infrastructure in Ecuador.


The regulation formalises the functioning of the CTEE as a specialised technical body responsible for evaluating, analysing and recommending strategic actions to guarantee energy supply in the short, medium and long term. Its creation responds to the need to strengthen coordination between the different entities in the sector and to have tools that allow for more efficient planning of the national electricity system.


The briefing note analyses the main elements of the new regulatory framework, including the structure and attributions of the Committee, as well as the creation of specialised subcommittees in areas such as demand supply, generation and transmission expansion, coordination between transmission and distribution, and regulatory, technical, environmental and financial evaluation of energy projects.


It also examines the mechanisms foreseen for the evaluation and prioritisation of electricity infrastructure projects, institutional coordination processes and the role to be played by the different actors in the sector in the formulation of strategies aimed at strengthening the country's energy security.


Another relevant aspect of the regulation is the creation of a more structured environment for the identification and development of new generation and transmission projects, which may represent opportunities for investors, developers and companies linked to the energy sector. In this context, the Statute incorporates tools that favour a technical and economic evaluation of the initiatives, contributing to greater predictability in the planning processes.


The regulation also highlights the importance of renewable energies within the national energy strategy, promoting the incorporation of projects that contribute to the sustainability, diversification and resilience of the Ecuadorian electricity system.
