New regulation of Virtual Asset Service Providers in Costa Rica

On 26 May 2026, the Legislative Assembly of the Republic of Costa Rica approved the bill contained in File No. 25,340.
The bill is awaiting the signature of the President of the Republic and its subsequent publication in the Official Gazette La Gaceta, after which it will enter into force within three months.
This reform incorporates a new article 15 quater to Law 7786, which establishes a comprehensive regulatory framework for virtual asset service providers (VASPs) on the prevention of money laundering, terrorist financing and financing of the proliferation of weapons of mass destruction.
