Laura Fernández proposes freezing properties with clandestine airstrips; experts see both advantages and limitations

Lawyers Guillermo E. Zúñiga and José Francisco Madrigal, of the law firm ECIJA, questioned the need to create a new legal concept, arguing that Costa Rican law already contains similar or even more robust mechanisms for seizing assets linked to organised crime.

Guillermo E. Zúñiga, a partner specialising in property law at ECIJA, pointed out that similar mechanisms already exist in other legislation, such as the Law against Organised Crime and the Law on Strengthening Land Registry Security.


Lawyer José Francisco Madrigal argued that the proposed measure is unnecessary because current legislation already provides for stronger tools to seize assets linked to illegal activities, such as confiscation, judicial deposit and forfeiture.
