The ‘lobby’ isn’t the problem; it’s the lack of transparency

Costa Rica’s accession to the OECD in 2021 marked a milestone in the consolidation of an agenda aimed at strengthening our democratic governance.
Elías Soley, a public policy expert at ECIJA in Costa Rica, explains in his column for the newspaper *La Nación*: “Among the recommendations made to the country is precisely the need to move towards a clear regulatory framework for lobbying activities. Not because private involvement is suspect by definition, but because the absence of rules ultimately encourages a lack of transparency”.
