News28 October 2025
According to information obtained by El Confidencial and confirmed by the firm itself, ECIJA has hired Justo Garzón, until now the director of planning and legal operations at Iberdrola.

In the firm chaired by Hugo Écija and directed by Alejandro Touriño, Garzón will assume the new role of global director of legal operations, a newly created position from which he will “lead the operational and strategic integration of the various Ecija offices,” the firm explains. His incorporation, effective January 1, is marked in the expansion and consolidation strategy of the group in the Ibero-American sphere.

Garzón arrives at Ecija after more than a decade at Iberdrola's legal services, where he has been one of the protagonists of the transformation of the legal area and corporate governance of the energy group. During this time, he led the modernization and standardization of legal processes on a global scale, driving models of efficiency, compliance, and risk management that have become benchmarks in the sector. In his new role, he will continue this line of work oriented towards operational excellence and the creation of value for clients and teams.

From his new position, the executive will oversee the onboarding of new teams, the loyalty of major clients, and the firm's expansion through integrations, in addition to acting as an institutional link and a driver of transformation for the legal operational model.

A career at Iberdrola

A lawyer with more than twenty years of experience in corporate and multinational environments, Garzón has held various senior management positions at Iberdrola, including the leadership of legal services in Brazil, where he led expansion and consolidation projects in Latin America. In 2016, he returned to Spain to take responsibility for legal advisory at the compliance unit and corporate governance of the group's subsidiaries, and subsequently directed the Darwin Project, a global initiative for the transformation and efficiency of legal services.

Additionally, he has been part of the board of directors of Neoenergia, Iberdrola's subsidiary in Brazil, and has integrated various audit, compliance, and corporate governance committees.

A graduate in Law from the Pontifical University of Comillas (ICAI-ICADE), he holds an MBA in Corporate Law from Fundação Getulio Vargas (Brazil) and a diploma in Corporate Social Responsibility from Adolfo Ibáñez University (Chile), in addition to various certifications in Energy Law, International Compliance, and Professional Ethics.

With a strategic vision and an integrative approach, Garzón has been one of the promoters of the concept of “the legal function as a business partner,” promoting the evolution of legal departments from a technical role to one of operational and transformative leadership within organizations.
