ECIJA approves Spain’s first Sustainable Commuting Plan (PMST), negotiated with UGT and CCOO
Act 9/2025 of 3 December on Sustainable Mobility, which requires companies and organisations in the public and private sectors to have a sustainable commuting plan (PMST) for sites with more than 200 employees or 100 per shift, provided that the site is the usual place of work for those individuals.
The deadline for having the plan in place is 5 December 2026, in accordance with Royal Decree-Law 7/2026. Consequently, by December 2027, companies with workplaces falling within the scope of the regulation will have to have implemented their plans, which will be registered in the Integrated Mobility Data Space (EDIM).
ECIJA has taken the lead over other law firms and all companies in the service sector, having negotiated and approved Spain’s first PMST, negotiated with the two most representative trade unions: UGT and CCOO.

Drawing up our plan has required the involvement of various departments at ECIJA and the completion of a number of steps, which we began two months ago at the instigation of the firm’s sustainability and environment department.
The plan sets out mobility solutions which, in line with the principle of the hierarchy of transport modes promoted by the law, promote active mobility, public transport, low- or zero-emission options, and shared or collaborative mobility.
Other effective measures have been taken into account, such as our own work policy which allows for flexible commuting to the workplace, whilst also taking into account the travel habits of our clients and suppliers, as well as Madrid’s sustainable mobility plan.
Most importantly, however, our PMST does not operate in isolation; rather, it is integrated into our environmental management system and our sustainability policies, forming part of ECIJA’s very DNA.
