Executive Decree on Audiovisual Investment Certificates (AICs)
ECIJA Ecuador' s Media & Entertainment team presents a new briefing note on the recent reforms to the General Regulation of the Organic Law of Digital and Audiovisual Transformation, which introduce relevant changes to the Audiovisual Investment Certificates (CIA) regime.
The regulation aims to strengthen the incentive system for the Ecuadorian audiovisual industry through a clearer structure for the evaluation, approval and monitoring of national and international projects. Among the main changes, it establishes that the governing body for investment will assume the regulation and administration of the system, as well as the issuing of guarantees and resolutions necessary to access the incentive.
The reform also develops a more structured procedure for obtaining Audiovisual Investment Certificates, incorporating technical and financial evaluation stages, external audits and control mechanisms for the completion of projects.
It also maintains the benefit equivalent to 37% of the costs and expenses incurred in Ecuador, through a transferable tax credit issued by the Internal Revenue Service (SRI), consolidating this incentive as a tool to promote investment in audiovisual productions.
These amendments seek to strengthen the competitiveness of the sector, facilitate access to incentives and encourage the participation of national and international productions in the country.
