Erick has focused his practice of more than two decades on telecommunications, public procurement and energy regulation.

His practice focuses on public law and regulation, with experience in public procurement and the telecommunications, media and technology (TMT) sector, as well as energy. His expertise focuses on designing and implementing legal strategies in highly regulated environments, with an emphasis on risk management, compliance and institutional relations.

He integrates public procurement with sector regulation to address projects involving interaction with the state, structuring of competitive processes and compliance with complex regulatory frameworks.

He leads the Administrative Contracting practice, where he is a recognised expert in bidding procedures, including bid structuring, handling objections and appeals against final acts of contracting procedures and contract execution. At TMT, he is involved in high impact regulatory matters. In energy, he provides a strategic vision through public-private articulation and analysis of regulatory and market trends.

Experience

  • Advising on the Public Tender for the Concession for the Use and Exploitation of Radioelectric Spectrum for the provision of Telecommunications Services through the implementation of IMT systems.
  • Obtaining authorisation for the fibre optic submarine cable route.
  • External consultancy in the legislative process for the formation of the current General Public Procurement Law.

Other activities 

Erick is a member of the Telecommunications Commission and the Energy Subcommittee of the Costa Rican Union of Chambers and Associations of the Private Business Sector, a member of the Energy Commission of the Costa Rican Chamber of Industries, and the Coordination of the Regulatory Environment and Competition Commission of the Chamber of Infocommunication and Technology Association.
