In this second publication we focus on simplifying the qualification phase and strengthening the guarantees for tenderers.
Among the most important changes is the elimination of the declaration in Annex II and the enshrinement of the once only principle, with contracting authorities now being responsible for obtaining documents and information already available in the Public Administration.
