SIQAL: System of Occupational Accidents and Complaints

The Ministry of Labour and Social Welfare ("STPS") launched the System for Complaints and Accidents at Work ("SIQAL") as an official channel for workers to communicate with the Ministry of Labour and Social Welfare ("STPS").

The Ministry of Labour and Social Welfare ("STPS") launched the System of Labour Complaints and Accidents ("SIQAL") as an official channel for workers to report, in an agile and traceable manner, alleged violations of their labour rights and/or accidents occurring in their workplaces. The objective is to facilitate institutional attention, provide certainty in the registration of reports and make the follow-up transparent until their conclusion.


What is SIQAL and what is it for?

SIQAL is a digital platform of the STPS that allows:

  • Present and follow up on complaints and accident reports from the moment they are received until they are dealt with by the authority.
  • Identify the public servant responsible for the case, based on the location of the facts.
  • Accredit the registration of the report, providing a record for the purposes of attention and traceability.
  • Scope and main functionalities


Through SIQAL, workers can:

  • Monitor the status of their complaint or accident report.
  • Report salary reductions, rights or benefits derived from the termination of a collective bargaining agreement.
  • Contact the authority assigned to the file for clarification or further information.


What can be reported as a "grievance"?

It is considered appropriate when working conditions that affect safety, health or labour rights are violated. Indicative cases include

  • Payment below the minimum wage provided for in the Federal Labour Law.
  • Lack of registration with the Mexican Social Security Institute.
  • Lack of personal protective equipment necessary for the work.
  • Lack of training for the job.
  • Reduction of salary or benefits.
  • Violation of labour rights


When to report an accident at work?

It must be reported when:

  • The STPS has not been notified of the corresponding accident, so that the conditions of the workplace can be reviewed.
  • There are risky conditions that compromise the physical integrity of the workers (e.g., serious machinery failures, omissions in safety or hygiene measures).
