Royal Decree 1065/2025 establishes a new framework for training contracts, unifying their regulation and reinforcing the educational dimension of work.

Royal Decree 1065/2025 establishes the new framework for training contracts and completely redefines its two types: work-study training contracts and contracts for obtaining professional experience.


The regulation replaces the previous scattered regulations and seeks to ensure that employment-related training is real, assessable and coordinated between the company and the training entity.


In the work-study training contract, the regulation reinforces the idea of an effective combination of work and training.


It requires an individual training plan, the signing of a cooperation agreement between the company and the educational centre, and the presence of two mentors (one in the company and one in the training institution). It also sets strict limits on working hours — 65% in the first year and 85% in the second — and prohibits overtime, night work and shift work, except in exceptional cases. The text also introduces limits on the number of people hired for training per workplace and establishes a minimum remuneration linked to the agreed wage, which may never be less than the proportional minimum wage.


The second type, the contract for professional practice, is aimed at people who have already obtained a university or vocational training qualification. Its general duration is between 6 months and 1 year, with the possibility of extension for certain groups.


The contract must be formalised within three years of obtaining the qualification (five years in the case of persons with disabilities) and also requires a training plan, mentoring and a final certification of the internship that accredits the skills acquired.


Across the board, the regulations reinforce formal obligations: written contract, notification to the public employment service, information to legal representatives and periodic evaluation of training progress.


It also promotes the conversion of these contracts into permanent ones, integrating them into the strategy to improve youth employability and the transition from training to employment.
