500 kV project strengthens Ecuador-Peru electricity interconnection
The Ecuador-Peru 500 kV Electrical Interconnection Project - Ecuadorian Section is one of the most important initiatives in terms of energy infrastructure in the Andean region. The project will link the electricity systems of both countries through an extra-high voltage (EHV) transmission corridor, strengthening the security and reliability of the regional supply.
The project is financed by the Inter-American Development Bank (IDB) and the European Investment Bank (EIB), which implies the application of technical, environmental and contractual standards typical of highly complex multilateral projects.
ECIJA Ecuador Energy and Natural Resources team, led by Bayardo Poveda and Gustavo Arrobo Moncayo, has prepared a briefing note which examines the main elements of the EPC (Engineering, Procurement and Construction) scheme, including the integral scope of the contract, the bidding process and the technical and environmental requirements demanded from contractors.
The analysis addresses key aspects such as the single-stage tender structure and two envelopes (technical and financial), weighted evaluation criteria, performance requirements, applicable international standards (IEC, IEEE, ASME), as well as quality assurance, environmental management, industrial safety and document control requirements.
It also reviews the applicable contractual framework, which incorporates performance bonds, price adjustment mechanisms, contractual supervision and dispute early resolution mechanisms (DAAB), providing legal predictability in a strategic infrastructure environment.
This note is aimed at EPC contractors, developers and industry players interested in participating in extra-high voltage transmission projects, providing relevant inputs for the preparation of competitive proposals aligned with international standards.
