Ministry of Labour and Social Welfare approves the National Occupational Safety and Health Programme 2025–2028

Exempt Decree No. 74 establishes six strategic objectives that will guide public policy on prevention and working conditions in the coming years.

On 25 November, Exempt Decree No. 74 of the Ministry of Labour and Social Welfare was published in the Official Gazette, approving the National Occupational Safety and Health Programme 2025–2028.


Its main strategic objectives include:

  • Developing, promoting, and integrating a culture of prevention
  • Improving the regulatory framework for occupational safety and health by modernising regulations and technical standards.
  • Strengthening the regulatory framework, harmonising criteria between the DT, SUSESO, MINSAL and other agencies.
  • Guaranteeing and optimising the quality and timeliness of the benefits provided by the insurance administrators under Law 16.744.
  • Incorporate a gender and diversity approach into preventive management.
  • Reduce the occurrence of occupational accidents and diseases through campaigns, training and preventive actions.

This programme seeks to strengthen preventive management, improve regulatory standards and promote safer and healthier work environments in our country.
