The urban planning accelerator of the Community of Madrid

The legal system of urban planning in Spain is characterized by its rigidity and determinism, rendering it incapable of responding to the dynamic pace required by today's society, defined by its constant transformation. In response to this gap between regulation and reality, regional legislators have begun exploring new measures for efficiency and administrative coordination.

In this context, between 13 August and 3 September 2025, the draft decree of the Governing Council of the Community of Madrid was submitted for public hearing and information, through which the Urban Planning Accelerator of the Community of Madrid is created and regulated.

The initiative has the following main objectives:

• Expedite the processing of territorial and urban planning instruments by centralizing, monitoring, and controlling the timelines for issuing sectoral reports.
• Promote the speed of these instruments through the declaration of special relevance, which will allow for their urgent or preferential processing.

This project aims to integrate and coordinate the different actors involved in urban planning, with the objective of ensuring greater efficiency in public management. In this regard, the measure recalls, albeit with some differences, the former provincial Urban Planning commissions regulated in the Law of 12 May 1956 on land regime and urban planning, in which Article 201 provided for the integration of diverse perspectives in urban planning decision-making.

The Urban Planning Accelerator represents a significant step towards a more agile urban governance model tailored to current demands, where interinstitutional coordination becomes key to accelerating the urban development of the region.
