Costa Rica strengthens its regulation against workplace harassment

For decades, Costa Rica has lacked a specific regulation on labour harassment. The Labour Code, in force since 1943, does not explicitly mention the term 'harassment'. Although the Law against Sexual Harassment in Employment and Teaching was passed in 1995, it addresses only one dimension of the problem.
In the absence of clear legislation, it has been the labour courts who, through interpretations of general rules, have tried to protect workers from abusive behaviour.
