Elena is a Public and Regulatory Law partner in ECIJA's Barcelona office, with more than 30 years of experience advising public administrations and regulated companies.
His practice focuses on public procurement, urban planning, environment and consultancy in tendering procedures, regulatory compliance and adaptation to regulation in strategic sectors. He has developed his career in leading firms in the sector and in public institutions such as the Agència de Gestió d'Ajuts Universitaris i de Recerca (AGAUR), where he has combined public and commercial law, specialising in environmental, technological and biotechnological innovation. Recently, she has delved deeper into the intersection between law and artificial intelligence, applying this knowledge to regulatory advice in innovative sectors.
She holds a degree in Law from the University of Barcelona and has complemented her training with ongoing studies in Corporate and Administrative Law.
She has been a lecturer on the Master's Degree in Administrative Law at ICAB, teaching subjects on appeals and administrative procedures; lecturer on the Master's Degree in Corporate Finance at ESADE; and lecturer in Environmental Law at CEU San Pablo.
