Constanza is a solicitor specialising in administrative law, public procurement and economic regulation, with over 25 years' experience advising and representing national and international companies in strategic and highly regulated projects. Her career combines private practice with a distinguished career in public administration, giving her a comprehensive understanding of how the State works and public decision-making processes.
Throughout her career, she has been involved in the design, implementation and defence of legal strategies related to national and international public tenders, government procurement, administrative sanctioning procedures, public services and public-private partnership (PPP) processes. She has extensive experience in infrastructure, energy, mining, public service concessions and strategic assets projects, including large-scale railway projects in Argentina.
In addition to her professional activity, she has held senior positions in various public sector organisations, including Undersecretary for Administrative Coordination of the National Government, Head of Procurement and Contracting for the Government of the City of Buenos Aires and Director General of Legal Affairs at the Secretariat of Government Modernisation. This experience allows her to assist her clients not only in defending their interests before regulatory bodies and entities, but also in regulatory analysis, public policy development, legislative processes, and institutional relations.
